
Liberal International has called on the United Nations Human Rights Council (UNHRC) to strengthen its scrutiny of Rwanda’s human rights record during the country’s fourth Universal Periodic Review (UPR). In its written submission, the organisation acknowledged Rwanda’s progress in areas such as socio-economic development while expressing concern over continued restrictions on political freedoms, freedom of expression, judicial independence, and the operating environment for civil society and opposition groups. It urged the Rwandan government to implement reforms that reinforce democratic institutions and uphold international human rights obligations.
The statement also encourages the international community to closely monitor Rwanda’s implementation of UPR recommendations and to support meaningful reforms that improve accountability and protect fundamental rights. Liberal International stressed that sustainable development must be accompanied by respect for democratic values, civic participation, and the rule of law to ensure long-term stability and inclusive governance.
