Statement: Lantos Foundation Urges Kagame to Declare Peace with Political Rivals as He Seeks Peace with the DRC

On June 27, Rwanda and the Democratic Republic of Congo (DRC) are set to sign a peace agreement aimed at ending a deadly border conflict, largely driven by Rwanda’s interest in the DRC’s mineral wealth. While this step brings hope for stability in the region, human rights organizations are calling on Rwandan President Paul Kagame to also make peace at home—by ending repression against political opponents and respecting democratic principles.
The case of Victoire Ingabire Umuhoza, a former opposition presidential candidate, illustrates the regime’s harsh tactics. Despite being released from prison in 2018 after serving an unjust sentence, she remains under tight restrictions. Recently, she was arrested again under dubious charges connected to her political party members, whose detention the UN has condemned as unlawful. The statement urges the international community to hold Kagame accountable and demand freedom and justice for Ingabire and other political dissidents in Rwanda.
